Dynamics 365 Business Central is the product Odoo compares against at mid-sized companies; Finance & Operations targets large enterprises and is out of scope for most Romanian businesses.
The real argument for Dynamics is integration with what you already have: Microsoft 365, Teams, Excel, Power BI, identities in Entra ID. If the team works in those tools all day, that coherence has measurable value.
The argument for Odoo remains total cost and flexibility, plus the fact that Microsoft 365 integration can be built anyway, even though it does not arrive out of the box.

What matters in Romania
Both have Romanian localisation delivered through partners rather than by the vendor, and its quality varies by partner. Check explicitly before signing who maintains the localisation, how quickly it follows ANAF changes, and whether e-Factura is included in the price or is a separate module charged annually.
Frequently asked questions
If we already use Microsoft 365, is choosing Odoo wrong?+
No. Odoo integration with Microsoft 365 — single sign-on, calendar sync, sending mail through the company account, export to Excel and Power BI — is configurable and works well. The difference is that Dynamics has it out of the box while in Odoo it is implementation work, usually under a week.
Which is cheaper in the long run?+
Odoo, in nearly every scenario we have calculated for companies under 100 users — the difference comes from licences and from modules Dynamics sells separately. The gap narrows considerably if you already use Power BI and Power Automate heavily and count them as existing assets.
Business Central or Finance & Operations?+
For Romanian companies under 500 users, Business Central is the only reasonable option in the Dynamics family; Finance & Operations targets large enterprises and has implementation costs of a different order. This page compares against Business Central.
